The prevailing health & welfare fringe benefits issued under the McNamara-O'Hara Service Contract Act (SCA) awarded before July 5th, 2019 with Option Years on or after July 5th, 2019 will utilize the new fringe rate of $4.54 per hour.
All service contracts that contain paid sick leave (EO 13706) will utilize the lower fringe rate of $4.22 SCA health & welfare benefit rate.
